The Planning Division of the Community Development Department, under the direction of the City Council and the Planning Commission, works to create a vibrant and attractive physical environment to make Paramount the best possible place to live, work, shop and own a business.

Any new construction or home-remodeling project must be approved by the City prior to its start to ensure that it complies with all zoning and Building and Safety guidelines. In addition, please refer to the following flow chart:

Each property in the City of Paramount has a certain zoning designation. Before you sign a lease, please consult with the Planning Division to verify that your business is permitted at a particular property and zone.

Filming in Paramount:
The City of Paramount welcomes filmmakers to take advantage of the City's close proximity to Los Angeles, four major freeways, ports, and centralized So Cal location. The City's beautiful parks, pools, skate park, and ice skating rink are ideal for any film and TV production.

Housing Element Update

This Housing Element is an integral chapter of the City of Paramount General Plan. Local governments in California are required to prepare long-range general plans to consider various growth issues, including housing. These general plans must include elements that consider specific issues such as land use, transportation, housing, health and safety, open space, and natural resources. In Paramount, providing a quality education for all children is a priority. The Paramount Unified School District operates 16 school sites, three preschool sites and an Adult Education Center.

Paramount United provides many exciting academic, vocational and extracurricular programs. The Paramount Branch of the Los Angeles County Library was founded in 1913 - with 121 books - when the area was known as Hynes-Clearwater. It has been serving the community well ever since, and remains one of the City's finest and best-used resources.  The library's phone number is (562) 630-3171.
