QUALIFICATIONS: Education and Experience: Requires Bachelor's Degree. Master's Degree in public administration or related field and some local government experience desirable.
Knowledge and Ability: Outstanding written skills and some knowledge of municipal government are required. Verbal communication and presentation skills are essential to this position, as is a proficiency with numbers. Knowledge of economic development and/or private sector development strategies is strongly desired. Experience with Excel is preferred. Qualifying applicants must have the ability to prepare written reports, analyze and make recommendations on organizational operations, plan and perform research, and work effectively with employees and the public with minimum direction while paying attention to detail. A positive, easygoing demeanor is also preferred.
License Required: Valid Class C California Driver License and acceptable driving record.
GENERAL DUTIES: Under the general direction of the Assistant City Manager, will manage the following areas: economic development programs/projects, liability/risk management programs, claims investigations/processing, refuse/recycling franchises, State recycling grant programs, the City's telecommunication and audio-visual systems, and various other City contracts as assigned. Duties will include extensive public contact and managing intergovernmental relations, as well as: preparing written reports and oral presentations; gathering, compiling, analyzing, and evaluating data; developing departmental budgets; verifying calculations; and analyzing operations. Other duties as assigned.

Appointment is subject to satisfactory completion of a background investigation. The top candidate will be offered employment conditionally upon satisfactorily passing a health screening, which will be conducted at City expense.
