ACCOUNTANT - PART-TIME - AT WILL

SALARY: $25.80 - $31.35 per hour

HOURS: Approximately 25 hours per week

BACKGROUND: The City of Paramount is a stable municipality with a $10 million reserve. The Finance Department is composed of 15 team members who are motivated and energetic. The team has received the Government Finance Officer's Association award for excellence in financial reporting for more than two decades. Given the size of the department, the candidate for this job will likely have the opportunity to work on a variety of projects.

QUALIFICATIONS: Education and Experience: Bachelor's Degree, preferably in Business, Accounting, or Economics.

Knowledge and Ability: Requires thorough knowledge of generally accepted accounting principles and practices; experience with computerized accounting systems; proficiency with Microsoft Excel; excellent verbal and written communication skills; and the ability to develop and maintain effective working relationships.

License Required: Valid Class C California Driver License and acceptable driving record.

GENERAL DUTIES: Under the general direction of the Finance Director, the Accountant prepares journal entries; reconciles bank and general ledger accounts; reviews expenditure and revenue reports; maintains accounting files and records; assists in the preparation of the City's budget; prepares financial statements in accordance with generally accepted accounting principles and assists with the preparation of the City's Comprehensive Annual Financial Report (CAFR); prepares financial reports in compliance with federal, state and local laws, rules and regulations; interfaces with independent auditors; maintains grant related records and prepares periodic grant reports. Other duties as assigned.

SELECTION PROCEDURES: The most qualified applicants will be invited to participate in the testing process administered by the City. Appointment is subject to satisfactory completion of a background investigation including fingerprinting and credit check. The top candidate will be offered employment conditionally upon satisfactorily passing a health screening conducted at City expense. Proof of legal right to work in the United States will be required prior to employment. The City may change the duties of the position at any time. The City reserves the right to change any of the selection procedures or cancel the recruitment.

ASSISTANT FINANCE DIRECTOR

SALARY: $87,671 - $106,565 per year. (PERS retirement - 2% at 62 retirement formula for new CalPERS members, 2.5% at 55 retirement formula for CalPERS members covered under pre-2013 rules). Appointment is generally made at the beginning step.

IDEAL CANDIDATE: The ideal candidate will be a team-oriented and collaborative professional committed to transparency within the Department. As a leader in our Finance Department, candidates must possess the highest level of integrity and ethics; must be excellent problem solver; provide outstanding customer service and performance management. He/She must be a hands-on, detail-oriented manager with an understanding of public finance on both a micro and macro level (i.e., the relationship of wider economic forces on the local economy); must inspire teamwork, promote a positive and productive work environment and have a can-do attitude.

QUALIFICATIONS: Education and Experience: Bachelor's Degree in Business Administration, Accounting, Public Administration or related field. Requires previous professional accounting or finance experience; public financial experience, CPA and supervisory experience desirable.

Knowledge and Ability: Requires thorough knowledge of: grants, including generally accepted accounting principles and practices, computerized accounting systems, auditing and financial reporting, and familiarity with governmental financial reporting standards. Knowledge of Community Development Block Grant and Proposition A and C accounting procedures desirable. Must communicate clearly and concisely both in writing and verbally to various audiences, including the City Council; must maintain effective working relationships.

License Required: Valid Class C California Driver License and acceptable driving record.

GENERAL DUTIES: Under the general direction of the Finance Director, the Assistant Finance Director will be responsible for the daily operation and supervision of the City's Finance Department. Will assume leadership, in the absence of the Director, to provide direction to staff and advice to the City Manager. Duties will include preparation of journal entries; analysis and reconciliation of bank and ledger accounts; internal audits of sub-account systems; interfacing with independent auditors; preparation of special studies; development and modification of computerized accounting systems; preparation of financial statements in accordance with generally accepted accounting principles (GAAP); preparation of the City's budget; analysis and preparation of financial reports in compliance with federal, state, and local laws, rules, and regulations; making presentations before public groups. Other duties as assigned.
