State law requires every California city to adopt “a comprehensive long-term general plan.” The City of Paramount's General Plan (most recently updated in August 2007) guides land development to meet the vision and needs of residents. The General Plan serves as the principal tool for directing growth while maintaining an aesthetically pleasing, safe, and healthy environment. It outlines a perception of how Paramount should be and establishes policies to achieve the objectives. The City’s General Plan represents the efforts of the Paramount community, City Council, and City staff to plan for the future of the City and protect quality of life.
The General Plan is divided into “elements” – Land Use, Transportation, Resources, Health and Safety, Economic Development, Public Facilities, and Housing.
